Bug fixes and minor improvements.

We've been busy behind the curtain making some minor enhancements for major enjoyment.

Most would probably just write 'Bugs fixes', but you aren't getting off that easy. We have polished BUPL Arrangementer, so you get a better experience and improved stability.

The update includes:

- Fixed issue with participant list page

- Fixed issue with program dialog

Nothing significant to report. The work still happens, it's just more of the kind that happens behind the curtain between the scenes of a play. We are quietly preparing for the next one.

The update includes:

- Added message to the event list if you try to download new events but haven't got internet connection

- Fixed periodic issue on the polls and liveqa-part
