1) Ability in Bet Card Editors to define:

       Split (Stand if can't)
       Split (Double if can't) - Fallback to Hit (if cant Double as Well)
       Split (Surrender if can't) - Fallback to Stand (if cant Surrender as Well)

       Old Split now changed to: Split (Hit it can't)

       NOTE: If you created your own cards, you may need to re-edit them to change
                old split values to some of the new ones.

2) In Config Screen Double Used and Surrender Used are now moved to a new screen, as well as "Card Allowances" button added to config screen.
