    If you install 1.46 and still see continuous usage of location services, please note that Car Care still uses low-power location sensing for up to 9 minutes after the app closes for the GPS pit stop timer (this will be able to be turned off *completely* in the next update).
    If you still see it using location services constantly, do the following:
    1) Open the Settings app
    2) Tap General > Reset > Reset Location Warnings
    
    This will reset the location usage of all the apps in your system to ensure nothing is using location that it shouldn't be.  It will also ensure that the system forgets the old setting Car Care was using, and now limits Car Care's location services usage properly.
