Location update and check-in issues are fixed

- In-App Registration process will simplify App activation.
- Panic button initiates call out to Response Operations Center as well as alerting the Critical Trac platform.
- Panic button activation automatically changes App tracking settings to “High” – settings return to normal when Panic is turned off.
- Back-end processing improvements to assist the App in achieving an initial location fix more quickly and maintaining an accurate fix during movement.
