This version restores notification support for self-hosted sites. The app now registers a background task that updates the badge counts and if there are new items, it shows a notification to the user (example: "1 new notification, see what's new on discourse.examplesite.com").

Fixes a long-standing bug with badge counts being reset too quickly. The issue only happened with sites that weren't hosted by Discourse. Many thanks (and apologies) to longstanding user Matt Sephton for reporting this issue and bearing with us, it took us a long time to fix it. This version also adds a nudge to users who have notifications disabled. Now when adding a new site, a small toast message will appear to suggest enabling push notifications (it's not a dialog, just a small message at the bottom of the screen).
