Update to the latest LucidMobile framework for an improved user experience

This update from Apple will improve the functionality of this app. No new features are included.

Fixed incompatibility with iOS 8/8.1 and added Universal (iPhone/iPad) support.

Fixed bug preventing state fact sheets from being displayed, and made it easier to tap on check boxes and make selections.
