minor bug fixes

1) Added Federal Standard 595C color name database. The colors are computed from XYZ@D65 illuminant when available, otherwise converted from C using Bradford CAT only when necessary. No color transformation was used to fit the RGB color space, so the colors are perfectly aligned with the standard.
